This was, I believe, referring to the fact that Observer was leaving a *region*,
and not the *world*. In another message he also promised that if the humans
set foot in the Netherworld regions, they would be overwhelmed and destroyed.
Also from Observer:
"Consider this your warning, Meshians, for your annoyances surrounding the
punishment of Plergoth. I will leave tomorrow, but I will remain nearby...always
keeping an eye on your activities. ... You have permission to kill the small army
I have left behind, their purpose is merely to protect our encampment, and to
cover our relocation."
"We have no desire of making this Island our primary habitat. However, we will
always be here. Always watching...and killing when Prudent orders it so."
Note that Oberver says: "I will remain nearby...always" and "we will always be
here".
