Well, since by moving forwards, they take no shots at all that round, it
surely can't be for either of the first two reasons you suggest. And
why do my characters seem to have such dim captains?
Still can't work out if it's a bug, or intended, so I guess that with
three out of three responses so far being completely unhelpful, I'd best
report it anyway, and see what happens.

It makes perfect sense to step forward to be able to do more damage in
future rounds even if you lose your fire in the present round. It just
depends on how many more rounds there will be.
