Well, that's a different situation, isn't it? Ask a different question, get a different 
answer.

If the player goes through the trouble to make up a reason, or invent a scenario 
that is so convincing that the players involved can't see through it and take 
action, then what makes you think the Titans will be able to see through it?

An intelligent player can easily make up plenty of reasons to ban someone that 
are indistinguishable from the noble flexing their political power, given sufficient 
time.  How do you expect the Titans to tell the difference between an inactivity 
ban disguised as a power-play, and a true power-play? So long as the person 
responsible wasn't stupid enough to send messages along the lines of "Are you 
ever going to be active in our realm again?", there is no significant difference.
