If he is so dumb to use this reason, then he should never been elected
as judge. But there are more then enough "valid reasons" for banning
someone for inactivity.

#1 reason: Not following orders

and many more subtile ones

I did not make the alienable rights. But the special protection is
already there as #1 rule.
But with the statement tom made, you just make sure you have  the word
"inactive" not standing in the reason line and everything is fine. Even
if both know its for inactivity, as long as you do not admit it, nobody
can punish you for that.
