That's still not at all clear.

Do I have to *convince* Lyle that he wasn't banned for inactivity?

Does my intent matter in the slightest, or is it all about how Lyle
feels?

The way I read it, there's nothing in either the ban reason or
everything leading up to it that says "ban for inactivity." If he has
decided that he's been banned for inactivity, and that's all it takes
to get me punished by the Titans, then all *anyone* has to do to be
completely immune from all punishment is to go semi-inactive right
after they do something really awful, and presto! any ban, fine, or
other punishment becomes "punishing for inactivity!"

Is this *really* what you want here, Tom?
