The time frame was this, just looking through my chars messages:

Nearly 20 days ago, Alanna (Queen) made her intentions pretty clear by
saying "If you do not do something about the state of our capital city
soon, I will be forced to take measures to ensure its security myself."
(this following your first OOC complaint, rather than keeping it IC)
The next day, she restated this opinion, saying " Do you plan to do
something about this without further...ah...incentive?".
17 days ago, she was fined for neglect of her duchy. (second answer OOC,
rather than IC)
16 and a half days ago, Marie threatened Finegus (Judge), and here is
where the demand for an apology came in, in the Council of Lords.
15 days ago, Alanna declared before the realm that she still wanted you
to apologise to Finegus, and set a deadline of the day after.
And just under 3 days ago, Marie was banned. (followed by first the OOC
complaint to the realm, then this D-list thread)

So you had about 17 days warning that Alanna didn't like Marie's
actions, 2 weeks since the fine, and 11 and a half days to apologise
with. At what point does it not just become your character just
deliberately not doing what Alanna wants? This complaint reads like you
trying to use the inalienable rights to justify your IC actions which
didn't work out for you.
