[Discuss] Help screen on taxes

I just had a student point out to me that the help page (the page you 
are directed to when clicking the big question mark) regarding taxes is 
way out of date.  I don't know if it is a non-trivial fix, but perhaps 
it could be removed or replaced with something a little more current.
