[Discuss] Estate bug?

So, I just received an oath in the region of Orbeh, realm Arcaea, FEI.  
We've just retaken the region (it had gone rogue), and my character is a 
buro who signed up and is working frantically to keep the stats up.  He 
got his oath, and went to go expand his estate to the mid-size level and 
put it on authority.  Except...The game is telling me I need 50 gold to 
expand, which indicates to me that the estate was already mid-size, and 
it was already set on production.  Now...It sounds like a bug, but I 
wanted to check to see if maybe there was some strange code for getting 
someone else's old estate?
