Yep, why not expand so that all classes can go into foreign regions and 
start sweet-talking them - helping the region but improving sympathy to 
your own realm.  So although you're improving the stats for another 
realm, you're also making it easier to takeover in future.  Opens up RP 
possibilities either for one realm sending in aid, or a realm pretending 
to send in aid but actually just trying to steal a region.

Also means that people can go into a rogue region and start making 
things better without having to wait for a take-over force to turn up 
before they can do anything.
