They're not really 'standing' orders if they're dated for only one 
moment in time, are they?  I thought the point of standing orders was 
that they were orders that were contnuous until such time as they're 
changed.  Therefore dating them makes no sense, and I agree that the 
second-in-command should be able to change (or at the bare minimum, 
remove) them.
