[Discuss] Feature request (War 2.0): Buros and TO's

Right now, Buro options don't work in regions not of your realm.  What 
I'd like is for Buros to be able to help TO's.  After all, a TO is 
replacing all the administration with your own people, so a Buro should 
be able to help with such things (albeit at some risk).  Thoughts?
