[Discuss] local reputation, tags, actions and events

Indeed psymann, your take on local reputations is exactly what I had in mind.
 The devision is perpetuated by the lack of news that is not in the form of 
rumour, and the tribalism that was so common to peasants. 

I should probably redefine fear as a respect of action and love as a respect of 
intention. A boy likely both loves and fears his father. 

Some actions would have more effect than others of course. 

Love+ actions: Mercy/just courts, civil work, regular police work/patrols, 
bureaucracy, hero tales, low taxes, family investments, production estates, 
fighting monsters/undead in region, festivals, etc.

Love- Actions: Looting, harsh courts, lack of courts, assassinations of loved 
nobles, suppressing revolts, high taxes, raids, hanging rebels etc.

Fear+ actions: Harsh courts, raids,authority estate, hanging rebels, 
suppressing revolts, high CS escort, non-tax stealing looting, assassinations
 etc. 

Fear- action: Mercy courts, being captured(locally), being defeated(locally), 
absence and time.

military disguise could be a separate paraphernalia, or simply described as
 coats of arms rather than banner.

Certain local reputations could trigger and prevent certain events. An 
unescorted, highly feared noble might avert mugging simply by reputation. 
Some events may dependent on your titles, if your a lord or knight within the  
region for example. Fear is more a prevention of low love events, but not only 
occasionally effective. If your not loved, you'd better be feared. I can only think of
 a handful of high fear bonuses rather than disaster preventions. Low fear may
 inspire bad events even if you are loved, such as muggings. 

some examples,

High Love: tavern information option despite fame, Increased chance to evade 
combat, increased chance to ambush, local banking powers(through a trusted
 commoner), increased hunting success(hunt enemies), decrease hunting 
success for enemies when your unit is scattered, increased hero recruits, 
increased tolerance for high taxes, decreased independence etc .

Low Love: increased muggings, attacks on your troops, decreased likelyhood 
of hunting/infiltrating/ evading etc.   

Tags would not have game state altering effects. They are simply a 
reputational, ooc cue for players to recognize your characters IC tendencies.
