I feel that it's information available to your character, but it's up to the
player to decide his own character's knowledge. You can force someone to
know something, or even accept it as fact. Perhaps it's rumour, perhaps
it's written in a tome in some dank library...you can roleplay that you
found the information, but I think it's ok to deny or disagree with it
also. (Humans deny known facts all the time in real life).
So I think we're going to have to compromise...If I want one of my
characters to deny he was ever a member of Keplerstan, he certainly has the
right to do so and not sound like he's telling someone that clouds don't
exist. Maybe your advisors suspect he was part of Keplerstan, but wonder
why he denies it so adamantly. It can make for good roleplaying if you keep
your head.
