[Discuss] In-game family pages/Character lists

Now, I have heard all along that these things are IC information, things 
that our characters /would/ have known if we were actually middle-ages 
nobles, and have always treated them as IC resources.  Now, it has 
recently come to my attention that there exists at least one person who 
does not agree with this.  I am nearly positive I have heard 
confirmation that either these things are IC, or more generally that 
in-game information is always considered IC unless stated otherwise.  
However, I have not been able to find this confirmation.  If anyone 
knows where (even approximately, such as rough dates or a thread name on 
the d-list) I could find it, I would be much obliged.  Or, for that 
matter, if someone can point me to something from Tom saying otherwise, 
I would be likewise obliged.  Or, if my memory is completely bunk (which 
is always possible) and there has been no such ruling, could I either 
get a ruling, or a statement that there will be no ruling?

(Note, I will be gone for the next week and a half, will probably be 
unable to respond to anything written here, so I will thank those who 
assist when I return)
