one can safely assume that's a bug

after all, an event message is sent out to the whole realm concerning 
periodic elections for the various positions (if set to be re-elected) a 
few days before election kick in

I can sort of set up manual referendum + have winning candidates 
appointed.. if I want to simulate an election to be voted by lords only 
but with just about anyone as candidate

... but I find that it's quite often pointless as people click links, 
but don't write letters to vote. (or the wrong person keeps writing 
letters wanting to be candidate when they don't have enough prestige to 
hold the position)
