[Discuss] Can't buy rogue regions?

Why? Maybe they like their independence. Maybe they don't *want* to be part 
of your realm.

It's really not worth all the trouble and possible bug introduction to fix a minor 
cosmetic text bug. The message gets the point across: You can't buy the 
region.
