[Discuss] Can't buy rogue regions?

Well, think about it.? Villages with constant monster attacks and other things like it will learn to post guards around.? There's still no "head government" to an anarchy.? There may be guards, but it's mostly for single protection.? Some people work together, but there's no way you can buy off every single little village in a region.? Petty nobility is just richer people in a village, maybe a mayor or something.
