I really like the option to set it as you please: it gives a lot of  
freedom.  Why not just have all changes to them be submitted to a  
group for review?  It could be the Titans, it could be all rulers, it  
could be a bunch of random people across the continent. They indicate  
for each field changed whether it seems appropriate or not, and it's  
treated much like the vulgarity option.  If enough people approve it,  
it goes into effect.  If they don't, it stays as it was before.

"But wait!" you cry.  "Won't that make a lot more work for people?"

Nah.  The option is available to exactly 1 person per realm, and odds  
are, they won't be changing it very often.  If you want to avoid  
things like submitting 3 times due to typos, give the titles a  
Preview page before submitting them, much like the message preview.   
You could even indicate how they would appear in-game (eg, "Delvin  
Anaris, *First Minister* of Riombara" or "The *High Prelate* position  
is vacant.  Please check your voting settings.") so as to avoid  
things like "Riombaran Chancellor of Riombara" or "The the Grand High  
Poobah", which would also be inevitable otherwise.
