I have decided to join the rebellion based upon the fact that....

Xerxeshas made some really solid points, and I must say that Frankin has 
turned this realm into reverse. He has had a real trouble being 
progressive, and he cares not at all for his people or their needs.

My biggest problem is that as a member of ~V~, Franklin should know his 
place, in that no man is above the law, and he has made himself 
untouchable in this way

said, "The realm is in rebellion." The King sighed.

"Whoever wants the throne may have it! But I warn them: It is a curse. 
The great and honorable Valius fell victim to it. I have done what I can 
to keep others safe from this position. But I cannot force them to see 
what I see. Carry out the regular duties for the offices. Who is the one 
leading them?"

"It is the Duke Xerxes."

"Ah. His blind hunger for power and land has always been obvious. If the 
people choose him as their ruler, I will pray for their lives."

"Shall I strip him of his dukeship, Your Highness?"

"Please, do not call me such. I have not earned the title. I have only 
been suffering the burden of this curse. No good will come of this 
rebellion--but it is out of my hands now. Do what you will. And let the 
Sanctum do what it will."

My reasons for silence was partly from grief. When my friend Valius 
passed away, I was forced to question the righteousness of this realm. I 
thought the good guys were supposed to win? But this rebellion is a 
chance for rebirth. I am not demanding anything of you, only expressing 
my sincere wishes.
So do not be so quick to insult me, Ijil. I have served this realm well, 
long before this. My hope is that the one who takes this realm under his 
command will be someone who is not hungry for power, but is starved for 
social justice and equality. That was once the dream of the Sanctum. It 
was lost. It took Valius's death to remind me and I apologize that it 
took so long.

When this rebellion is over, I will return to my family home in 
Nighthelm. I hope to hear stories of a thriving democracy here, where 
all voices will be equal and welcome.

This realm has a tradition of monarchy that stretches from before its 
beginning. I too come from Nighthelm. Nighthelm is a powerful monarchy, 
and founded the Sanctum as a monarchy. Making this realm a democracy, a 
weak government that forced into a tedious vote on every little thing, 
would destroy it. The Sanctum is a traditional monarchy and a monarchy 
it will remain. A realm such as ours needs the decisiveness of a King 
and not the weakness and campaigning of a President.

I may have erred during this short reign, but I served well as Judge,

the Sanctum from being dissolved by other realms, like the Antoza 
Commonwealth and Svunnetland.

Of the nobles in this realm, few are more despicable than you, Xerxes.

great future for this realm, as long as others remain here to make sure

Ah, Franklin. As you say, you were once an honorable man. You and I were 
instrumental in deposing this realm's first corrupt king. After that 
Valius ruled, a man of honor, dignity, and courage. But then Valius was 
killed in a duel, and you were unexpectedly elected ruler. You claim to 
have been deeply shaken by Valius's death, and perhaps this is why you 
let the throne corrupt you.

You cut yourself off from the nobles of the Sanctum. You let our newly 
acquired regions languish without a lord. Infiltrators tried to kill us 
- there was no response from you. Treaties were signed without a word to 
us. Now you attack the very hiearchy of our realm. And by being both 
Judge and King, you have been in continual violation of the laws of the 
realm for weeks now. You sully the memory of our late King.

You are no successor to Valius - you are more like the old Victor, who 
accused you of being a commoner and stripped you of your positions. Now 
you have stripped me of my Dukeship, but I shall see you overthrown and 
I will lead the realm into a new era of honor, just as you helped 
overthrow Victor and paved the way for Valius's dignified reign.

After Xerxes declared his rebellion, Franklin began recruiting troops to 
defend the palace from the rebels. In a battle the rebels defeated 
Franklin's troops decisively, and one of the militia units Franklin had 
created was even persuaded to join the revolutionaries.

Xerxes barked with laughter when he was informed that the "Freedom 
Fighters" militia unit Franklin had recruited had been persuaded to join 
the rebels. The unit's name was particularly appropriate. In the clash 
with the one remaining militia unit the rebels won decisively through 
overwhelming force. Now they moved on the palace. Franklin had recruited 
still more miltia to defend it, but the rebels still had a huge 
advantage in numbers. They would storm the palace at dusk.

A democracy also has it's disadvantages. For instance, discussion about 
everything. And when you hold a position in the council, you're not sure 
if your long term plans will have any use, since anyone who's elected 
after you can destroy everything you've build up so far. That goes 
especially for the general and banker, who also need to plan further ahead.

What I would propose is a republic. It is not as tough as a monarchy, 
but it prevents a lot of discussion when it's time to make a decision.

The Sanctum of Casshern is a monarchy and shall remain a monarchy. No 
doubt as the Prime Minister of a thriving republic, you wish to see that 
government style practiced elsewhere. But the Sanctum is deeply rooted 
in monarchy, going back to before its founding. Nighthelm, a powerful 
monarchy, founded our realm as a monarchy. We have traditionally been a 
monarchy as our mother realm is and I am not one to change that. Our 
small realm requires the decisiveness of a king to survive. And this is 
why we had to remove Franklin: he failed to make any decisions.

Xerxes,

I belive that a more democratic government would be the best for Sanctum 
right now. Has all of us are aware, little participation from the nobles 
on the dealings of the realm has been shown for most of its history. 
Even when Valius was king. This is a serious matter has it shows that 
there is little interest on the future and development of the kingdom. 
We, has senior nobles, have the duty to incite them to further take part 
on the issues that affect the realm. Trough a republic we would better 
acchieve that goal, has it would give more importance to their opinions.

This was a matter that worried Valius a lot has we often made requests 
to the realm to have a little more interest but with little results. I 
think that only a political change can turn things for the better.

I would think that a realm with little participation from its nobles 
would need a stronger leader and not a weaker one. That is what we shall 
have: a monarchy with strong king who can stoke discussion within the 
realm.

Xerxes,

The problem is not if the position of ruler is weaker or not. The man 
makes its legacy not the other way around. You, has leader, will have to 
prove your worth. You will have to prove to the realm that you indeed 
are that strong ruler, or you will eventualy be deposed. But either way 
I think it would be for the best to have a more democratic system 
implemented in SOC.

I would like to present to you another proposal that I belive you will 
accept has it will provide more stability to the realm but providing a 
little more democratic system. I have worked before in implementing this 
system in other realms with excelent results. I propose we turn SOC into 
a Constitucional Monarchy. Let me explain:

Its based on a pure monarchy but with some changes that provide a little 
more power to the rest of the nobility. If two thirds of all troop 
leaders explicitly express their disagreement about any governmental 
action, the ruling class must comply. The ruling class and the landed 
aristocracy are expected to be the best and most active troop leaders of 
the realm. And together they form the "Senate", that acts has the 
realm's council. Governmental decisions are based on the will of all 
nobles. Everyone has influence and is expected to use it through 
discussion and roleplay.

Trough this system we would further incentivate the rest of the nobles 
without sacrificing the stability of the government.

Your idea has merit, Ijil. Here is how I shall reorganize the government:

To maintain the stability and traditions of the realm, the government 
will remain a monarchy. But there will be things put in place to 
encourage participation by the nobles and discourage situations like the 
one that we rebelled against. There shall be a Greater Council which 
will consist of the King, Arch Priest, Royal Treasurer, High Marshal, 
and all landed nobility. The Greater Council will advise the King, and 
the King shall inform the Greater Council about diplomatic changes. The 
High Marshal will report on military strategy, the Arch Priest will 
report on any punishments he has handed out, and the Royal Treasurer 
will report on the economic situation of the realm, including changes in 
tax rates. The landed nobles of the council will represent the interests 
of their regions and their knights.

There will also be a Committee of Nobles, which will consist of the King 
and all nobles not in the Greater Council. This will encourage all 
nobles to discuss issues amongst themselves and voice their concerns 
about the realm directly to the ruler. The King will inform the 
Committee of Nobles of important events and decisions by the Council.

In this way all nobles will be encourage to voice there opinions and 
will be able to influence the government of the realm.
