[RPG] New oaths system still in the nebulous future?

Just a quick question - is there any indication that activating the new 
oaths system might happen in the near future, rather than sometime far away?

Trying to figure out if I can squeak by without dealing with people who are 
sitting around not saying or doing anything for weeks on end, since the 
oaths system solves that much better than I could.
