Tell me how it is impossible. It makes perferct RP sense. Let my quote
my note on the bugtracker:

"It 'makes sense... You can't appoint one (a lord) because the people
won't accept your authority to because of the claim. But when someone
buys the title, they are not saying "I have this title under the
authority of X king of X realm". They are saying, "Look, I have these
documents that say I have an ancient family right to this city. Also,
here is a bunch of money."

In the second case, it really doesn't matter what realm you are from
or who has a claim over the lands. We're talking forged birthrights
here."

I think buying a region title should be entirely possible under the
unresolved claim code. It is logical and it fits with RP. If Tom has a
problem with it, then he can let me know and I'll gladly step Adrahil
down. I'd like my 450 gold back, though, since it wouldn't be cool to
screw me out of that much money over a retroactive code change.
