Greetings Generals, Paladins, High Marshals,

I write to announce the attack which will be made by Luz on Riombara as 
a result of the direct actions of their ruler Delvin. He has, completely 
denied to honor the treaty signed not so long ago by the then Riombaran 
ruler Tan 'O Kammar and Luz de Bia ruler, Danan Isig. And not only did 
he deny to honor the treaty, but he also urged us to join him in a sneak 
attack on our friends, the people of Enweil.

And when we denied any participation in this matter, he chose to come 
into our lands, at repeated requests by my ruler and myself asking him 
not to enter our lands at the time. He chose to totally disregard our 
sovereignty and requests and imposed his presence on us.

For this, now we give Riombarans back the impudence and insensitivity of 
their rulers. Let it be known in all the world and to everyone that this 
war is being fought because of Delvin, Prime Minister of Riombara.
