In the royal palace:

Xerxes considered the latest letter from King Corey of the Antoza 
Commonwealth. It was not long at all since Corey had first contacted him 
-- but then, all major events seemed to occur quickly. And there was no 
sense in dragging this out. It seemed that everything was in place -- 
all that remained was to set the plan in motion. He supposed Corey's 
plan to spark a war might work. So, who would it be? Well, the mission 
would be exciting for any of the newer and younger nobles who had been 
complaining about boredom and seemed dissatisfied whenever they weren't 
in battle...

"Bring me a scribe," the King snapped to no one in particular. One of 
the many servants and attendants who inevitably surrounded the leader of 
a realm hurried off. A minute later Xerxes was dictating a formal letter 
that would go to Cesari, High Marshal and Count of Zarimel, Victor, Arch 
Priest and Count of Ansopen, and the Knight Danny. The message was short 
and to the point:

"His Highness Xerxes, King of the Sanctum of Casshern requests that you 
come to the palace immediately."

The letters were stamped with the royal seal and three messengers left 
the palace at dusk to deliver them.
