You have a point, but its out of context.

If some secret police handed you a report that says "The amazing royal
treasurer is conspiring against you", I could understand feeling more
comfortable with saying "bah" and waving your hand dismissively.

But thats not how it works.  The ruler said "Right, you lot, follow
this guy."  It's not like its random, you pointed them at that person,
which you would not have done just for lollipops and giggles.

When the secret police come back, they are confirming or disbarring
your suspicions, not generating them.
