Because, y'know, no secret police force in the history of the world has 
*ever* wrongly accused anyone.

They're human too (IC, anyway).  They make mistakes.  As long as the 
chance of false positives is very low, it makes for excellent plausible 
deniability.

That has, in fact, been one of the biggest problems with some of the 
options in the game--secret police and buy title being the 2 that come 
to mind.  The players know that the secret police are NEVER wrong, and 
that if you're not appointed by a Ruler or Duke, you MUST have bought 
the title.

Getting rid of that unreasonable OOC certainty is important for good RP.
