Not the point. Priests definitely can make people embrace a new 
government that is proposed by their religion.
Badmouthing a current government is just one of the techniques to do it. 
Other techniques for example are promising eternal salvation for those 
who uphold religion (by embracing a new government) eternal damnation to 
those that don't and ... well I'm sure priests have many more ways to do 
it, its part of their job after all.
