[Discuss] Claiming a rogue region for the church...

Is that  an appropriate outcome for a rogue region?

What's the region's Morale? It seems to me that would be the deciding  factor 
(In other words, if the people of the region feel they're doing good on  
their own, they're unlikely to want to change).
