Okay. The Duke IS the Duchy.
So, the Duke has been found of breaking the realm's Constitution. He refuses
to step down, so he is Exiled, yet he remains as Duke, still collects taxes,
yet can't use the Bank. Got it.
Therefore, the realm is stuck in a stalemate until one side gives? Hence the
power struggle?

 Boy, it's good to be the Duke ;)
