I would like to suggest that these 0% Nobles show up as the unaligned 
nobles for region lords, for the purpose of making Oath Offers, etc..
Of course it would have to be renamed from unaligned nobles at that 
point, but whatever. It would simplify the oath process, which would be 
good for new players.
