On that note, and in light of these new changes, I would like to 
formally request that rulers in at least Monarchies, Theocracies and 
Tyrannies (where I think they already can) be allowed to appoint 
themselves as Dukes and/or Lords.  I fully understand and support the 
historic reasons behind the prohibition; however, I believe that at this 
point, it creates more problems than it solves, *especially* on 
Dwilight, where to have real power, a King would more or less be 
expected to have a region and all that it brings with it.
