[Discuss] the allegiances fix

Here's what the fix _should_ have done (and is doing now, since I re- 
ran it after fixing the bug):


Since everyone must have a region now, the fix is going through all  
characters without a region and sets them one. For simplicities' sake,  
it sets everyone to be a noble of the capital.

Notice the new difference between a noble and a knight. Nobles belong  
to a region, too, but with a 0% tax share. This has been the starting  
condition of new characters for quite a while already. Now it'll be  
more common.
