These two points could be taken care of by allowing 2 characters per 
island, but only 1 character per realm. That would still allow people to 
enjoy an island they like a bit more.

How does one cheat that way? Spying and leaking information to the other 
realm? As far as I remember you've said that's fine and I'm pretty sure 
every realm expects that to happen by now and play accordingly. The 
character limit won't really change that so I fail to see your point 
with this argument.
