[Discuss] Travel to Beluaterra

Someone who is new to the game and doesn't want to bother getting on the
d-list asked me to do this for them. So here goes.

-Ahem-

They are on Dwilight and wish to travel to Beluaterra. When they try to they
get this message:

You can not travel to Beluaterra
(399 active nobles, 18 realms. Avg. tax income: ca. 127 gold/week)
No ships are going that direction, due to the presence of monsters, undead
and worse.

Is it intentional that the island still be blocked from Dwilight, or a
misstep?
