[Discuss] duchy system rework ?

I would suggest not removing the duchy system.  However there is a need for
change. 
 
1) I do believe that duchy-to-realm taxes should be set by the Ruler and
based on the income of all regions of the duchy, but taken from the ducal
seat. In turn, the duke should set the region-to-duchy taxes to inorder for
him to pay the duchy-to-realm taxes.
 
2) Hierarchy needs to be based on personal relationships, not from land. A
knight can be the vassle of any noble, for any reason, for any pay., with or
without an estate.
 
3) (optional)Unaligned nobles should be able to set up estates anywhere.
 
4)(optional, dependant of 3) Untill they are vassles, estates are
independant from the region they occupy and are the single means of
obtaining tax income, dependant on size. Estates should be pillageable
within the realm. Knightly income is optained from the estate. Lordly
estates can obtain at maximum 25% of region income. Knights who do not send
enough tribute might be pillaged.
 
5)(optional, dependant on 3,4) An estate-to-region tax scheme is set up.
Knights contribute roughly 70% of their estate incomes. 
 
6) The ducal recruitment scheme is activated.
 
7)(optional) Rebellions are agenst a perticular character, ruler, duke, or
region lord and the underground is only available to those within the realm,
duchy, or region respectively. When a rebellion activates, External TLs can
join in. Ducal and regional rebellions are based apon capture of the lord or
ducal/region seat. 
 
8(optional)(dependant on 2, perhapse too drastic) abolish the static realm
system. Make it so each region is its own realm, with the lord being the
ruler and the judge,banker, and general. being made up of knights. 
 
The ruler is of the same power as a ruler is now, as is the banker.The
general is a marshal of the region knights. The judge is a sheriif, basicly
a beaurocrat. 
 
Realms are defined by vassalage. Every region has its own diplomatic stance.
All regions within a realm are allied. Vassalage determines titels. all
lords start as Barons. Counts and Viscounts have barons as vassals, Dukes
and Earls have counts and viscounts, kings have dukes and earls. When a
ruler succeeds, his vassles go with him automaticly, but it is up to region
lords in every region to change diplomacy. 
 
region lords recruite units from within their own region. Knights are then
assigned the regiments apon when the regions troops are mobilized by the
general or ruler. All nobles can create their own personal units aswell.
