I like this idea :-)

...However, as usual, I have a couple of concerns.

First, how will we deal with the ruler belonging to a region--will he, 
necessarily, be the Duke of the Capital, or some other city?  Or will 
there be a very confusing authority loop, where the Ruler is both above 
and below a region lord or Duke?

Second, particularly with this, it would be very useful to have some 
sort of indicator to either all nobles, or just all with a 0% oath, as 
to whether a particular lord's estates are Insufficient, Sufficient, 
Ample, or Full (or some other such progression).
