Not really that unrealistic for a medieval setting. There were often ceremonial responsibilities that were understood to be under somebody's authority and just "rubber stamped" by a king, duke, lord, whatever... but when that person is the one who is providing the "rubber stamp" then often times you will find a particularly ambitious king (or other position) who decides he is entitled to more than just a rubber stamp and assumes authority for something.

This should all be RP, and if he does it, then I would assume that would cause a crisis of religion in your realm... a struggle for power in the government and some all around awesome chaos. Just think King Henry VIII I guess...

Rather than complaining about a game mechanic circumventing a convention established in your theocracy - I would suggest "going with it" and RPing your way through it... because in the end, game mechanics are game mechanics and if your convention is to have a game mechanic rubber stamp something, then that is a pure RP portion, and your response if it is flaunted should be RP in kind.

Just my thoughts.
