So, here's what some people do, or would like to do (last one modified):

A lot of it depends on who you intend your audience to be. My
thoughts are (but they aren't hard and fast thoughts):
- Friendly competition within an army should probably should just go
to that army.
- A loud, boisterous priest calling down fire and brimstone upon the
city that he's in, might just go to that region
- A duke, explaining why an infil got caught breaking into the tax
offices of her own realm, might RP to the whole of the realm, because
the whole of the realm already knows that she got caught.
Does the whole realm need to know that my buro char is dissatisfied
with the way her life is, as she thinks them in private thoughts?
Probably not. Actually, I can't think of a good reason that I sent
that one out. Guilty.
Does the RP of two characters' first kiss need to go to the whole of
the realm? Probably not. Which is why it didn't.
So, why do we RP? (yes, this is diverting the thread a bit) Is it for
character development? Is it to explain game mechanics? Is it to
make it fun for our realm/region/army mates? Is it for pure
storytelling? Unification or division? Probably a bit of each,
depending on the RP and the audience.
I've run across some players that can't distinguish between
RP/letter/IC/OOC, sometimes even within the same message. I've run
across players that are very good. Realms that have a good RP base
and others that barely talk at all. I guess it goes to the quality of
the players. Overall, I've been fortunate to interact with the good
ones.
