No, it's not. It appears to be *broken*, but I can tell you for  
certain that it is at least partly implemented: my char is ruler of  
Pian en Luries, and was unable to appoint a Judge, but then the very  
turn after she switched it from "appoint" to "elect", the game started  
a 5-day referendum to elect a new Judge.

I mean, honestly, did you think we were lying or just stupid?
