[Discuss] Automatic reports

I think some of the automatic reports that go out need a bit of 
rethinking in terms of *who* gets them. Specifically I'm talking about 
civil work, police work, holding courts etc.

Currently it seems they go to the local lord and the ruler(at least in 
monarchies), which I think is a bit wrong. In most realm the ruler 
doesn't care about such things so it just turns into a spam fest for 
them. The judge on the other hand is, in most realm, the person who is 
in charge of region upkeep so it would make sense for the automatic 
reports to go to him. Currently they don't get any such reports which 
makes very little sense.
