Think. If I can have 2 knights on authority so I can rack up the tax 
rate, why would I lower my tax income (and that of the knights) just to 
get few more men.. that we wouldn't have the gold to recruit.

Yes.. you can force things by having recruit from region only and only 
way to have men is by using the 3rd option. But why?

Estates are inflexible for regions with small pop. Especially those so 
small that they can only afford 1 lord and 1 knight. Why should they 
have to muck around with a 3rd option that screw up their region a lot 
more than others? Big pop regions can afford more knights to play around 
without affecting anything.
