[Discuss] Limiting recruitment to centres from the region/duchy (not recruiting within the duchy)

Duchy-based recruitment in terms of recruiting from the duchy capital,
rather than the realm capital, has been proposed before. But this is
different.

Why not instead keep recruitment in the realm capital, but limit the centers
you could recruit from to those within your duchy, or even more radically,
within your region? A lord wouldn't want to raise and arm a body of men
simply to have them taken as the guard of some noble from the other end of
the realm, he would want them to go to *his* knights for the support of
*his* Duke/defence of *his* lands.

Or perhaps recruitment could be allowed from whichever center you want...
but if you want men from a center not in your region/duchy, you have to pay
more. Or have prices/limits on recruitment under various conditions that can
be set by the lord. Perhaps the lord has the best infantry in the realm...
it's only fair that people from other duchies/regions should pay a little
more, directly into his pockets, to recruit from his centres.
