Yes, with some restrictions:

* The region must not be the other realm's capital.
* The region must not currently have a local lord.

I do not know if you can buy a claim to a region not in your own realm. I've 
never tried. And, really, it wouldn't do you much good even if you did. The 
claim will disappear relatively quickly, and it will really not have any affect at all. 
(Very minor effect if a claim is ignored when a new lord is appointed, but it's 
not going to stop anyone.)
