That is already implemented, and has been for years. They take the food 
from the region. Lump your army in a mountain region to try, and you'll 
notice that they quickly start to starve.

In rural regions, on the other hand, it often isn't a problem. Because 
even huge armies aren't that huge compared to the population of a large 
region.

Hm... using up hours for forageing. That's an interesting idea. It could 
be implemented automatically. Depending on the sheer number of troops in 
the region, you simply get less hours...
