Troops do eat food from the regions they are in. It is not a hugely 
significant amount. After all, if a city has 50,000 people in it then 
500 coldiers would only increase the food consumption by 1%.

If you've ever had your troops in a region that is starving, you 
would see that your troops do get sick (wounded), and the wounded 
troops can die. So yes, your troops can even die from starvation.

You can alleviate this problem by buying caravans (paraphernalia) and 
carrying your own food, or looting food on the way.

So pretty much everything that the OP suggested is already 
implemented.
