One thing in my opinion that leads religions being associated with
realms is the fact that you have to declare war on the realm hostile
priests come from to deal with them. This creates a "those are realm
X's priests" not a "those are religion Y's priests".

Also if you have a Lord that doesn't want his own realms priests in
his region he is unable to stop them since his realm is obviously not
at war with his own.
