I didn't say it was the rule, just that it happens, and not 
infrequently. You *can't* truthfully say it's not true, because I have 
*seen* it, very recently. Ruler steps down after 12 months, and 
the immediately previous ruler gets re-elected. Judge loses 
position, someone else gets appointed. As soon as the banker 
spot opens up, the old judge gets appointed banker. The judge 
spot opens again, the banker steps down to get reappointed 
judge, and the second judge gets put back in as banker... etc., 
etc. There are realms that are this "inbred".
