If it's where I'm told it's supposed to be, this may be missing
because I don't seem to have the new 4-tier system listed that
replaces H/P, so anything included in that section would also be
missing.

I have Manage Unique Items under "Items", but no mention of Scrolls.
I do have a workaround, for the time being, just going to Scrolls.php
(thanks Raks), but that's it.
