Small or big, lets face it, FEI had an fairly low character count for a 
long time because it was slated as an RP island. Many didn't want to be 
"forced" to RP. What's the point of introducing a huge island like 
Dwilight if you're going to put in a rule for it that will likely scare 
away quite an sizable chunk of the players and end up with half the 
island just sitting there rogue?
