The newsticker is just that: it simply displays news items to everyone 
in the game.  It doesn't know or care if you have characters on the 
testing or stable islands.  If you haven't figured out by now that 99% 
of the time, new features go to testing, not stable, then I'm not sure 
what else can be done to help, particularly when your response to being 
reminded of it is a rather rude, "Well, don't lie to me! Go to extra 
effort so that I don't have to remember stuff like that!"
