[Discuss] Powergaming

All diplomacy should gravitate toward neutrality, by default.  And any
alliance should have a bit more fragility as distance increases between the
realms.  So two things are in order:

A) Any alliance/federation signed/re-signed requires all participating
rulers to be present in a single region owned by one of the rulers (ie-
cannot be an enemy region, regardless travel/distance)
B) All Alliances automatically fade to Peace exactly three months after
being signed, unless the rulers involved re-sign the agreement.
C) All Federations automatically fade to Peace exactly six months after
being signed, unless the rulers involved re-sign the agreement.  If some of
the federated rulers re-sign in time, but others do not, the realms failing
to do so are set to Neutral with their old Federation.

There are other things I've thought of on this front, but that's more than
enough to start fixing the situation.  If more is wanted/needed, let me
know.
